curviate enrollment retry
Retry the failed Step of one Enrollment. Acts only while that Step's latest outcome is failed, so a repeated retry never re-sends a delivered message. Then waits for the Step's next record and prints it as {outcome, reason, message}; the Step may wait for pacing or a budget.
